Herbert worked for several railroad companies and worked his way up to be general manager of the New York and Northern Railroad. In 1893 he was elected president and general manager of the Houston, West St and Pavonia Railroad Co. He continued in that position through several successive companies. Under his leadership nearly 30 independent and competing companies were merged into one system, serving all of Manhattan and the Bronx, which was converted to 'electric traction.' Herbert was President and General Manager of the Metropolitan Street Railway system.^2,3
